SUMMARY:Article 6 Piloting: State of Play and Stakeholder Experiences
DESCRIPTION:Article 6 pilot initiatives are continuing to expand globally\, even without the finalized UNFCCC rules. These pilots and enabling initiatives are providing valuable experiences for the Article 6 negotiations and a general understanding of how carbon markets will be operating under the Paris Agreement. The experiences made and lessons learned will be decisive for the transition into post-2020 carbon markets. The longer the regulatory uncertainty persists\, the more important Article 6 pilot initiatives become in informing the international community on what workable solutions could look like\, identifying practical questions and speeding up implementation once the rules have been agreed. \nObjective of the webinar: This webinar will launch the study “Article 6 Piloting: State of play and stakeholder experiences” that features updates on Article 6 pilot activities and enabling initiatives on the ground\, and further emphasizes stakeholder experiences and insights on piloting Article 6.

SUMMARY:Article 6 of the Paris Agreement – What is it and Why is it Important for Business?
DESCRIPTION:Part 2: The Value of Article 6 and Current Implementation Efforts \nArticle 6 of the Paris Agreement aims at promoting integrated\, holistic and balanced approaches that will assist governments in implementing their nationally determined contributions (NDCs) – countries’ national emissions reductions targets – through voluntary international cooperation. This cooperation mechanism\, if properly designed\, could assist countries in raising the ambition of their NDCs and could also help to provide the policy foundation needed for the private sector to further drive investments in a sustainable and net-zero emissions economy\, including through carbon pricing and emissions trading. \nBuilding on notions and insights gained in the previous webinar\, this second webinar looks at Article 6 more in detail. In particular\, it discusses research and modelling work on the environmental and economic potential of Article 6 and reviews ongoing piloting efforts aimed at implementing Article 6 approaches in the real world. It does so by bringing together a panel of key Article 6 practitioners and researchers from different backgrounds. Presentations and panel discussion are followed by an interactive Q&A session with the audience.

SUMMARY:Piloting Article 6: Experiences from East and West Africa
DESCRIPTION:The event introduces the next generation of global carbon markets under Article 6 of the Paris Agreement. Drawing on work from the IKI funded Climate Finance Innovators (CFI) and West African Alliance on Carbon Markets and Climate Finance 2020-2023 (WACC) projects\, the presentation focuses specifically on the relevance of Article 6 for Africa. These projects aim at establishing innovative linkages between UNFCCC market mechanisms and international climate financing institutions such as the Green Climate Fund (GCF)\, but also support African countries in accessing carbon markets and climate finance in order to strengthen their Nationally Determined Contributions (NDCs). Moreover\, both projects work with African climate negotiators to contribute to the design of Paris Agreement policy instruments – in particular Article 6. \nFind out more: IKI Newsstory – Senegal project approval\nhttps://www.international-climate-initiative.com/en/news/article/100_solar_mini_grids_in_1000_villages_in_senegal

SUMMARY:Eastern Africa carbon market engagement: Regional foundations for Article 6 implementation
DESCRIPTION:An online dialogue and peer to peer exchange for regional carbon project developers\n21\, 23\, 25 September 2020\, 1PM CET/ 2PM EAT\nHost: GIZ Global Carbon Markets Programme Uganda-East Africa (GCM)\, supported by the German Federal Ministry of Environment\, nature Conservation and Nuclear Safety (BMU)\nOrganizers: The Eastern Africa Alliance on Carbon Markets and Climate Finance (EA Alliance)\, UNFCCC Regional Collaboration Centre kampala (RCC Kampala) and the Climate Finance Innovators Project.\nCo-oganizers/Facilitators: Perspectives Climate Group and Carbon Africa\n\nLinks:\nLink to concept note (pdf file)\nLink to Workshop report (pdf file)\nLink to presentations (external website) \nSessions:\nSession 1 (21 Sep): Carbon market engagement & CDM Transition\nSession II (23 Sep): Key features of the Paris Agreement and NDCs\nSession III (25 Sep): Piloting Article 6 \nObjectives:\nThe main aim of the dialogue was to build readiness for the potential CDM transition and future implementation of Article 6 amongst existing and aspiring carbon asset developers by providing participants with: \n\nAccess to the latest and practicably applicable information relating to;\nExperiences and current status of carbon market mechanisms including the CDM and voluntary standards across Eastern Africa;\nCurrent status and key issues of international climate negotiations on Article 6 as well as CDM transition;\nKey impacts of the Paris Agreement and country NDCs on future carbon markets (e.g. accounting requirements for carbon credits such as corresponding adjustments);\nStatus and opportunities related to piloting Article 6 in Eastern Africa and beyond;\nEmerging carbon market demand from a wide range of sources including governments and the voluntary carbon markets;\nHow the private sector can prepare for and aim to get involved with Article 6;\nAccess to a regional community of practice and networking opportunities for carbon project developers across Eastern Africa\, building on similar interactions in recent years.\n\nKey Take-aways:\nThe lack of clarity at the UNFCCC Intergovernmental level is viewed as an extremely serious market concern that\, coupled with postponement of COP26\, means there is a real risk of having a CDM regulatory gap after 2020. In response\, certain project developers in the region are already stalling on verification investment decisions and considering a shift to the voluntary carbon standards. This has the potential to fundamentally undermine international confidence\, in particular of the private sector\, in multilaterally governed market mechanisms.\nThe carbon market is living through a dynamic transition period and it is increasingly challenging to keep track of developments that potentially have an impact on both existing and planned assets.\nEmerging significant initiatives developed under the potential future provisions of Article 6 have raised interest in regional carbon asset developers even though there remains a lack of clarity on the exact role they could play. In that regard there is growing pressure on host Governments across the region to ramp up\, with urgency\, the reaction of long term politically mandated governance structures that will enable confident engagement under Article 6. \n\n\n\n	CFI speakers\n\nStephan Hoch\, Axel Michaelowa\, Perspectives Climate Group;\nTim Cowman\, Carbon Africa

SUMMARY:East African Regional Workshop
DESCRIPTION:The Climate Finance Innovators project successfully conducted a one-day workshop on the 2nd October 2019 in Addis Ababa\, Ethiopia under the topic ‘Managing the transition from Kyoto to Paris – the potential of carbon markets and climate finance for East Africa’. The objective of the workshop was to facilitate mutual learning about successful elements of climate finance mobilization and to identify common challenges. Stakeholders from several East African countries shared progress updates and experiences relating to the development of funding proposals\, financing mechanisms\, MRV systems and NDC accounting. \nFurthermore\, the workshop participants were invited to attend a subsequent two-day ‘Carbon Markets Dialogue’. The regional dialogue was co-organized by the Climate Finance Innovators together with the GIZ Global Carbon Markets Programme\, both supported by the German Federal Ministry of Environment\, Nature Conservation and Nuclear Safety (BMU)\, and in collaboration with GIZ Energising Development Ethiopia with support from Irish Aid\, as well as the UNFCCC Regional Collaboration Centre. \nParticipants gained an improved understanding of the new generation of carbon markets and climate finance instruments of the Paris Agreement. Moreover\, the workshop served to jointly reflect on the successes and failures generated by the Kyoto mechanisms in order to provide input to the ongoing rule-setting for the Paris Agreement’s instruments\, as well as the preparations by East African countries for accessing these funding sources. \n\n\n\nDownload Presentation as PDF

SUMMARY:Piloting Article 6 carbon market cooperation – additionality and methodological issues
DESCRIPTION:This workshop discusses key Article 6 issues for resolution at COP25. Under Article 6\, crediting transformative/sectoral activities becomes important. This new setting impacts how environmental integrity can be ensured through robust additionality determination and baseline setting. Latin American government representatives and international experts will present insights from Article 6 pilots and discuss: How does the NDC influence Article 6 additionality and baseline establishment in order to promote increased ambition and environmental integrity? How can existing tools such as CDM methodologies serve as building blocks for emerging mechanisms? What lessons can be drawn from Article 6 pilots regarding these topics?
